When do you perform accessibility testing?

Accessibility checks can be made at any point in the development cycle or even once your website is done you can also do accessibility tests to monitor once a website is deemed compliant or semi-compliant, monitoring can be done quarterly or once a year depending on how often you make changes to your website.
